Job Description:
Parsons is seeking an unyielding, field-focused Health, Safety, and Environment (HSE) Supervisor to oversee and enforce the highest standards of occupational safety and environmental compliance on a massive infrastructure development in Tabuk, Saudi Arabia. In this role, you will be the frontline champion for Parsons’ zero-incident culture, driving strict safety behaviors and hazard mitigation across complex, fast-paced mega-project site zones.
What You'll Be Doing
Field Safety Oversight: Conduct daily, high-visibility site safety inspections and audits across construction zones, immediately correcting unsafe acts and halting work where imminent danger exists.
Hazard & Risk Management: Review contractor Job Safety Analyses (JSAs), Method Statements, and Risk Assessments to ensure robust mitigation strategies are locked in place before high-risk activities begin (e.g., deep excavations, lifting operations, confined spaces).
Incident Investigation: Lead initial incident and near-miss investigations, gathering root-cause data, preparing detailed safety reports, and tracking the implementation of corrective actions.
Safety Training & Culture: Monitor and audit contractor tool-box talks, conduct site HSE inductions, and actively promote a proactive, collaborative culture of safety reporting and awareness among a multi-national workforce.
Compliance & Reporting: Ensure all site operations comply with Parsons' corporate HSE management plan, local client rules, and Saudi Arabian environmental and labor regulations. Maintain meticulous records of safety metrics and site inspections.
What Required Skills You'll Bring
Experience: Minimum of 7 years of dedicated experience in construction health and safety, with a strong background on large-scale infrastructure, heavy civil, or commercial developments.
Education & Certifications: Bachelor's degree or a recognized technical diploma in Safety, Engineering, or Environmental Sciences. NEBOSH IGC (International General Certificate) is mandatory. Professional certifications like OSHA 30, IOSH, or a valid registration with the Saudi Council of Engineers (SCE) are highly preferred.
Technical Expertise: Deep knowledge of international safety codes and standards (e.g., ISO 45001, ISO 14001). Thorough practical understanding of scaffolding safety, heavy lifting, excavation safety, and heat stress management in desert climates.
What Desired Skills You'll Bring
Location/Adaptability: Must be willing to relocate to and work full-time in the Tabuk region. Direct experience navigating the aggressive timelines and extreme weather conditions of Saudi Arabian giga-projects (such as NEOM, Red Sea Global, or Amaala) is highly preferred.
Communication & Assertiveness: Excellent verbal and written communication skills in English are mandatory. Must possess the leadership presence and diplomatic firmness required to enforce safety rules directly with contractors and construction managers.
