Job Description
As the Federal Government Bid & Proposal Manager, you will be responsible for advising, guiding and supporting all proposal preparation, development, coordination, and production activities related to government contracts. Additionally, you will also assist in developing opportunity planning and Capture actions.
This role requires a seasoned professional with impeccable communication skills, possessing a deep understanding of how to effectively counsel and support a winning proposal team.
Your role:
Provide Subject Matter Expert (SME) level support and lead proposal teams to develop and submit complete, compliant, and compelling proposals consisting of technical, management and financial responses to U.S. Federal Government solicitations. You will work with various teams consisting of internal business and functions, 3rd party consultants, subcontractors and SMEs through the opportunity proposal lifecycle. Additionally, you will develop and implement a comprehensive Proposal Management Plan that aligns with organizational processes and industry best practices.
Create and maintain proposal planning schedules, organize resources, and coordinate inputs and reviews during the proposal development process. Map proposal strategy, themes, and discriminators developed during the Capture phase into the final proposal. Also, critically assess proposal requirements, identify potential challenges, and break down complex information into manageable components.
Provide guidance to the proposal team in adherence to industry-standard proposal development and writing processes, as well as create standard proposal response templates and detailed outlines in accordance with the RFPs/RFOs. You will also be responsible for leading post-proposal debriefs and implementing lessons learned to improve future submissions and increase award rates. Expert interpersonal communicator with the ability to effectively communicate with senior leadership team members, resolve issues, and gain consensus.

You’ve acquired 8+ years of experience with Bachelor's Degree OR 5+ years of experience with Master's in areas such as Bid Management, Solution Sales or equivalent, in addition to full knowledge of FAR, DFARs, other agency-specific rules or instructions, and CAS and Truthful Cost or Pricing Data requirements.
Your skills include deep proficiency in industry-standard methods such as Shipley, APMP best practices, and proposal automation and planning tools including SharePoint, GovWin, other Proposal Management Software, etc. You are also proficient in Microsoft Office Suite, Microsoft Project, and Microsoft Visio, and familiar with collaboration tools such as Microsoft Teams and web‑based Customer Relationship Management (CRM) systems. In addition, you bring strong negotiation and interpersonal skills, with the ability to effectively engage and collaborate with internal and external stakeholders at all levels.
You have a Bachelor's/Master's Degree in Business, Sales, Engineering or Equivalent.

We believe that we are better together than apart. For our office-based teams, this means working in-person at least 3 days per week. Onsite roles require full-time presence in the company’s facilities. Field roles are most effectively done outside of the company’s main facilities, generally at the customers’ or suppliers’ locations.

Philips Transparency Details
The pay range for this position in Washington DC is $132,000 to $209,000.
The actual base pay offered may vary within the posted ranges depending on multiple factors including job-related knowledge/skills, experience, business needs, geographical location, and internal equity.
In addition, other compensation, such as an annual incentive bonus, sales commission or long-term incentives, may be offered. At Philips, it is not typical for an individual to be hired at or near the top end of the range for their role and compensation decisions are dependent upon the facts and circumstances of each case.

Company relocation benefits will not be provided for this position. For this position, you must reside in or within commuting distance to Washington DC.
