Job Description
Overview:
Oversee Housing Operations for a portfolio of housing assets of both single family detached and attached homes in various phases of predevelopment, sales, starts, and closings for primarily finished lot homebuilding. This may include providing direction and coordination of the community setup of a site, develop and subsequently approve site plans from initial planning stages through final site plan agreements with all governmental agencies. Track final site engineering through all agency approvals. Carry out these activities and receive these approvals per business plan timelines and within established budgetary guidelines. Community start up and model home starts. Coordinate housing operations to ensure project completion through the community, and other agencies, through the release of certificates of occupancy and resolve any problems regarding community and other agency relations.
Key Responsibilities:
Manage the following stages:
Site plan preparation and home product development coordination.
Site plan approval and engineering process stage.
Manage new home design process.
Manage consultants for completion of home plans to include:
Architects, structural engineers, mechanical and plumbing engineers, acoustical engineers, color consultants, Title 24 compliance, and others.
Responsible for completing home plans and submittal to jurisdiction for building plan check and ultimate building permits.
Establish new community business plans, to include cost budgets and schedules.
Quarterly and annual business plan updates.
Comply with community ordinances and maps, (i.e., zoning master plan; special requirements of Building Department, Engineering Department, or Planning Department.); soil information, other site constraints, easements on title and setbacks and specific plan or community guidelines.
Understanding of availability and capacity of utilities and/or what is required to bring utilities to site.
Participate in review of purchase agreements and provide recommendations regarding proposed costs, feasibility, time frame for proposed development, special conditions, etc.
Prepare budgets of planning and development costs from community start up and building permits through final C of O.
Manage review, coding and approval of contracts, POs and billing invoices.
Manage the Bureau of Real Estate report filings and approvals to receive Pink, Yellow and White reports to facilitate business plan.
Represent Brookfield on Homeowners Association Boards and activities to transfer common area and manage HOA.
Select professional consultants. Order, coordinate, and complete necessary studies, surveys, and determinations for site characteristics that impact home design and product development.
Respond to buyer demographic, market input, and target buyer profiles in preparation of home design.
Develop schedule for site plan development process and complete site plan development within the scheduled time frame.
Develop budgetary guidelines for site plan development and bring in site plan within those.
Maintain and update paperwork of community/building permit plan tracking, etc. (i.e., permits including preparation of permit application, backup documentation, and necessary graphics and/or engineering plans).
Attend all building plan review meetings with City/County staff through site plan approval as company representative; determine which other persons (professional contractors, attorneys or members of the company) should attend approval meetings and schedule their attendance.
Update budgets and cost analysis based on the approved site plan, building plan and other considerations.
Budget, schedule, and complete engineering plans necessary for the approval of site engineering through the community.
File final construction set engineering plans with the utilities, complete any applications and provide any necessary documentation as required; serve as liaison between utility companies, community departments and the company, and schedule any pre-engineering meetings and special meetings as needed during overall review and preparation of service plan process.
Request any special requirements from the utility companies such as, relocation of existing utilities on a site or definition of an existing easement, and provide necessary information.
Obtain storm, sewer, and water construction set approvals from governing agency during site engineering approval and follow their submission through county, city, and state approval and permit issuance.
Carry out ongoing budget evaluation for site engineering activities.
Submit and follow-up on construction drawings through the Building Department so that construction of homes (or models) can start as soon as site engineering is approved.
Obtain necessary permits for installation of sales trailer, construction trailer, equipment yard, etc.
Serve as community liaison in obtaining building permits throughout development and construction of the site. Troubleshoot any problems that may arise from municipal departments or neighboring property owners.
Follow conditions of approval for implementation of all site improvements.
Obtain site development permits from municipal and/or county authorities (i.e., soil erosion protection permit, road approach, road right of way work, temporary permits, storm tap, water service, front entryway structures). This includes coordination of permits required to be obtained via plumber, electrician, or contractor where determined.
Schedule engineering meeting between company staff and the utility companies on proposed service plan and joint service construction route.
Work with Land Development Division on setting schedule, orchestrating and overseeing the placement of soil erosion protection measures, brushing and clearing a site, storm fencing around trees, determining where site has special requirements for environmental protection (i.e., tree transplanting and sawing or park delineation), or determining special site plan approval conditions.
Request inspections for the community for initial review of soil erosion protection placement, tree protection, sales trailer, construction trailer, or equipment yard, as needed.
Order checks, bonds, etc., as necessary for obtaining site development permits, and deliver them to the appropriate agency or community department.
Attend the pre-construction meeting for site development/underground construction in order to assure all special conditions of site plan are being met.
Work with Land Development Division for engineering plan preparation and site coordination.
Distribute up-to-date Engineering and Site Plan graphics to utilities, company staff, construction trailer, etc. and prepare a distribution sheet outlining the changes and dates of distribution.
Maintain current records of all site plan approvals, approved graphics, and engineering plans, permits, etc., per project.
Cost budgets and home specifications.
Schedules.
Product Development from design through building permits.
Market review.
Revenue analysis and sales absorption.
Model and production starts to align with sales and achieve planned closings.
Coordination with other departments of sequence sheets, etc. to facilitate planned starts.
Regular meetings with construction, sales, design center, marketing and others to facilitate homebuilding operations.
Construct the product within the budgetary guidelines established by the bidding process.
Improve the product or the cost effectiveness (value engineering) by the introduction of new products into the construction process.
Home specification and cost review analysis to align with budgets and meet target buyer profiles.
Work with marketing and design center to review and define specifications of the home.
Use various computer programs including Revit, construction scheduling, estimating, job cost and financial accounting, cost variance analysis, and spreadsheet development and use including graphing options.
Perform or review post-construction analysis of all costs and problems encountered during construction operations for homes.
Provide summary reports of performance and benchmarks for upper management to review on a weekly and monthly basis.
What You'll Bring:
Bachelor’s degree in civil or urban planning or a related discipline is preferred.
10 + years of relevant experience in the industry and strong record of accomplishment is required.
5+ years of leading and managing a team.
Prior residential homebuilding development experience is required.
Experience with master planned communities is a plus.
Ability to read, edit, and QA/QC engineering plans.
Proficiency in excel, MS Planner, MS Suite, and proficiency in CoPilot or similar LM.
Strong attention to detail, strong writing, organizational and interpersonal skills.
High degree of motivation, follow through and accountability is expected.
Previous experience with project budgeting and scheduling is needed.
Ability to prioritize tasks and work effectively alone or on teams is critical.
Ability to multitask and meet multiple deadlines, proven ability to problem solve.
Willing to commute to project sites.
